USE CASE 1-   After reviewing a submitted application, a reviewer can assign a score of 0-100 to the application.   The SUBMITTED FORMS screen will have a column indicating the ranking of the application which will allow sorting by ranked score.

USE CASE 2-  An application can have "N" number of configurable check boxes allowing the administrator to give each a score.  The total of the checkboxes must add up to 100, The SUBMITTED FORMS screen will have a column indicating the ranking of the application which will allow sorting by ranked score.
