Volunteers will often fill out forms for others (such as adopters and potential adopters). In doing this, they are making in error in the process by selecting the option to update the saved contact information. This then attaches the Submitted Form to the volunteer, rather than the person whom they are filling out the form for.

The only way to currently correct this is to redo the Submitted Form, but sometimes this has been done en masse and it can be very time consuming to have to redo large numbers of forms.

Allowing Site Admin level access to change who the form is attached to would alleviate this issue.
